Cost of Buying an Apartment in Accra: Fees, Taxes and Service Charges

The cost of buying an apartment in Accra goes beyond the advertised price. Budget for applicable VAT and levies, legal and search fees, Lands Commission registration, stamp duty and moving-in costs. After handover, you pay service charges, utilities, property rates, insurance and repairs. Ask Eden Heights for a written, itemised quotation before you reserve.

Key points

  • Ask for a written quotation listing every item inside the price.
  • Since 1 January 2026, where VAT applies, the rate is 15% VAT plus 2.5% NHIL and 2.5% GETFund. The old 5% flat rate for immovable property no longer exists.
  • Lands Commission fees differ by service. No single registration percentage covers every purchase.
  • Service charges, property rates and ground rent are three separate bills.
  • Plan two totals: cash to complete and move in, and the yearly cost of ownership.

What does the advertised apartment price include?

The advertised price is your starting point. Request a written quotation naming the unit, its specification and everything included.

Check whether parking, fitted appliances, air conditioning, furniture and upgrades sit inside the agreed price. Ask whether the price includes tax or whether tax comes on top.

For an instalment purchase, list the reservation payment, deposit, later instalments and completion balance against real dates. Confirm whether the reservation payment counts toward the price, and what happens if either side pulls out.

Keep payment deadlines separate from the expected handover date.

How does VAT apply to an apartment purchase in Ghana in 2026?

Ghana’s VAT rules changed on 1 January 2026. According to the Ghana Revenue Authority (GRA), the reform abolished the 5% flat-rate scheme for immovable property and removed the COVID-19 levy. Where VAT applies, the structure is 15% VAT, 2.5% NHIL and 2.5% GETFund, a combined 20%.

Don’t add 20% to every listing by default. First confirm the tax treatment of your transaction, any exemption, and whether the quotation already includes tax.

Ask for an itemised invoice showing the taxable amount and each charge. Have your lawyer or tax adviser confirm the treatment before you pay.

What legal, search and registration fees should you budget for?

An independent property lawyer reviews the sale agreement, checks the seller’s interest, examines the ownership documents and explains registration.

Ask for a written fee quote. Confirm whether searches, document preparation, registration work and third-party payments sit inside the fee. A professional fee and an official government charge are separate budget lines.

Lands Commission charges differ by service, including searches, registration, transfers and consent applications. Don’t assume one flat registration percentage. Get the official assessment and keep every receipt.

Do you pay stamp duty when buying an apartment in Ghana?

Stamp duty applies to certain legal documents, including instruments connected with property interests. The amount depends on the instrument, the rules in force and any exemption.

Ask your lawyer to confirm whether duty is payable, get the assessment and explain the stamping steps. Paying legal fees does not cover stamp duty by default.

What financing and moving-in costs should you plan for?

With a mortgage, ask the bank for a breakdown of interest, arrangement fees, valuation costs, insurance requirements and early-repayment charges.

With developer instalments, check whether the total payable differs from the outright cash price. Buyers abroad should also budget for bank transfer charges and currency conversion.

Before moving in, allow for furniture, curtains, internet installation, utility setup and an independent inspection. These bills tend to arrive together, so keep cash aside beyond the final property payment.

What do apartment service charges cover in Accra?

Service charges pay for the shared services set out in the estate’s management arrangements. Depending on the development, these include security, communal cleaning, landscaping, lift servicing and upkeep of shared facilities.

Eden Heights is a residential development in West Accra near West Hills Mall, with shared facilities and on-site management. Service charges form part of every ownership conversation there.

Request the current schedule for your unit and ask:

  • How is the charge calculated?
  • Which services and taxes does the charge include?
  • Are water, electricity or generator fuel billed separately?
  • Is there a reserve fund for major replacements?
  • How are increases approved and communicated?
  • Do owners ever face extra assessments?

A service charge does not cover repairs inside your apartment or every future building cost.

What is the difference between property rates and ground rent?

Property rates are local assembly charges. The Ga South Municipal Assembly bye-law, for example, provides for annual rates set by the assembly. Confirm the responsible assembly, the current assessment and how billing works for your property.

Ground rent is a separate lease obligation, where applicable. Check your documents for the amount, payment frequency, review terms and collector.

Ask whether estate management collects either charge. This stops you missing a bill or counting one twice.

What running costs come after you move in?

Your household budget includes electricity, water, internet and any separately billed backup power.

Find out what the building insurance covers. Decide whether you need separate cover for contents, improvements or letting.

Set money aside for appliance replacement, air-conditioning servicing, plumbing and other internal repairs. A new apartment still needs maintenance.

If you travel often, check which charges continue while the apartment stands empty. Your ownership agreement decides whether shared-service charges continue during vacancy.

What extra costs apply if you rent the apartment out?

Measure rental income after management fees, vacancy, repairs and tax.

GRA’s published guidance sets rent income tax at 8% for residential premises and 15% for commercial or non-residential premises, payable within 30 days of receiving rent. Confirm the treatment for your ownership structure, especially for companies or short stays.

How do you budget for the full cost of buying an apartment in Accra?

Prepare two totals: the cash needed to complete and move in, and the yearly cost of ownership. Divide yearly costs by twelve for a monthly figure, and record when each bill falls due.

Budget line When you pay Who confirms the figure
Purchase price and upgrades Reservation to completion Developer’s written quotation
VAT, NHIL and GETFund (where applicable) With each taxable payment Developer invoice and your tax adviser
Legal and search fees Before and during the purchase Your lawyer’s fee quote
Lands Commission fees and stamp duty At registration Official assessment
Moving-in costs Before handover Your own supplier quotes
Service charges As set in the schedule Estate management
Property rates and ground rent Yearly or as billed Assembly bill and your lease
Utilities, insurance and repairs Ongoing Providers and your own records

Keep a contingency fund outside both totals. Base the amount on known repair risks, payment obligations and your own circumstances, not an unsourced market average.

Before you choose a unit, contact Eden Heights for the current quotation, payment terms and service-charge details. Check them against independent legal and tax advice so the purchase fits your budget now and later.

Frequently asked questions

What extra costs come with buying an apartment in Accra?

Beyond the price, budget for applicable taxes, legal fees, property searches, registration and any stamp duty. Financing, furnishing and utility setup add more. Ask for an itemised quotation to confirm which costs the price already includes.

What do apartment service charges cover in Accra?

Service charges fund shared services such as security, communal cleaning, landscaping and upkeep of shared facilities. Coverage differs by development. At Eden Heights, request the current schedule and confirm whether utilities, generator fuel and major repair reserves are included.

Do I pay service charges if my apartment is empty?

Your ownership or management agreement decides this. Shared services such as security and cleaning continue during vacancy, so expect the charge to continue unless the agreement says otherwise. Check the vacancy terms before buying, especially if you live abroad.

Are property rates included in apartment service charges?

No, they are separate obligations. Property rates go to the local assembly. Service charges fund estate services. Estate management sometimes collects both, so ask for a written breakdown showing what each payment covers.

How do I find the full cost of an apartment at Eden Heights?

Contact Eden Heights for a written quotation covering your chosen unit, applicable taxes, payment milestones and current service charges. Then add legal, registration, utility and maintenance costs to get your purchase budget and yearly ownership cost.
